MR CHAN KIN-POR (in Cantonese): Deputy President, some Members said on Wednesday that there are 30 000 “devilish cops” under the command of LEUNG Chun-ying, and just now, some Members referred them as “black cops”. I think such comments are outrageous and irresponsible, and 20 000-odd police officers and their family members have been treated unfairly. Hong Kong is among the world’s safest cities, and much credit for this goes to the Police.
During the Occupy incident, even though a handful of police officers might have used violence, they would be subject to investigation and be sanctioned if the allegation was substantiated. Therefore, one should not tar all police officers with the same brush and humiliate the majority of police officers who have been faithfully discharging their duties and contributing enormously in maintaining law and order of Hong Kong. I hope the Members concerned will not make this mistake again and mind their words. Nowadays, there are many simple-minded people in Hong Kong who, after browsing certain type of website or reading certain kind of newspapers, would easily take some wrong actions. I hope those provoking Members will not instigate these people and cause harm to other people.
Someone asked me why I spoke in an agitated mood lately. The reason is simple, I really cannot tolerate the opposition camp for their hypocrisy, as well as their lack of judgment and independent thinking. They have been led by the nose by radical Members and students every day; and seeing how Hong Kong has been greatly harmed by filibustering, they still dare not support Members of the pro-establishment camp to amend the Rules of Procedure, thus this Council will degenerate. They often accuse the Government of not doing anything; however, in dealing with many initiatives on housing, infrastructure and even the establishment of the Innovation and Technology Bureau, which are much needed in Hong Kong, they still filibuster and thus no initiative can be implemented. Fortunately, Hong Kong has a good foundation. But if things go on like this, then sooner or later Hong Kong will be ruined. Just now some Members mentioned that many of their friends have emigrated; I believe their friends express their stance through action, hoping that the opposition Members will stop ruining Hong Kong. Actually, many Members in the opposition camp hold foreign passports or their family members live abroad. Whether Hong Kong is ruined or not is not a matter of their concern, yet real Hongkongers are greatly worried.
Why do I denounce the opposition Members as hypocrites? In the present era with advances in information technology, discussions on constitutional reform has taken place every day over the past year in newspapers, television, radio as well as discussion forums on the Internet. The Occupy action had also lasted almost 80 days, during which Members took advantage of the incident to raise criticisms in this Council every day. Some Members of the opposition camp had also met with officials in the Mainland twice. Yet, today, they loudly claim in this Council that LEUNG Chun-ying and the constitutional reform trio have not faithfully discharged their duty to tell the Central Authorities Hong Kong people’s demand for universal suffrage. They even say if universal suffrage cannot be implemented, the officials should resign. In making such remarks, do they really think that the Central Authorities do not know the demands of the opposition Members? Do they really think so? If they do, I think there must be something wrong with their mind.
Actually, the opposition Members know very well, yet they have never addressed one core issue. What is the core issue? That is how to make the Central Authorities feel relieved and consider that the election of “one person, one vote” can immediately be held in Hong Kong. At present, the relationship between Hong Kong and the Mainland is like father and son. “Trust me, and let me manage the whole company”, says the son to his father. However, the father wonders if he can trust his son as his son has been spoilt since he was a kid, and recently, he even threatens to hurt himself to get what he wants. Yet, the worst thing is that the father has once promised his son to let him manage the company. So, the father says, “What if I let you manage half of the company first? If you have done a good job, I will let you take over the whole company.” However, instead of winning the confidence of his father, the son always asks for managing the whole company. When the father turns him down, he hurts himself again and even jumps from height. How can the problem be solved? I hope the opposition Members would understand that the Central Authorities has no confidence in Hong Kong, and so long as they refuse to do something to restore the Central Authorities’ confidence in us, they will definitely not get the outcome they desire for.
Just now Mr James TIEN ― he is a very successful businessman with a smart sense in money ― also said it is possible to “pocket it first”, and he gave an analysis on the advantages of “pocketing it first”. I hope Members of the opposition camp would understand. Actually, I do miss the rational democrats in the past. They campaigned in the rational way and had gained respect from others. Now we are in deadlock, and the victims are members of the public. Therefore, I hope the rational Members of the opposition camp can return to the Council expeditiously and do what they ought to do, so as to save the votes that they are about to lose.
