Council Meetings (Oral Question): Monitoring of Railway Services (2022.11.30)

MR CHAN KIN-POR (in Cantonese): President, as the equipment and facilities of MTRCL have been in use for many years, there are increasing possibilities of accidents occurring due to various kinds of wear and tear. While I believe that MTRCL will try its best to reduce accidents, accidents do happen. I would like to ask if the railway authorities or MTRCL have any major accident contingency plans and regular drills to ensure that the casualties caused by accidents and the impact on the public will be minimized.

SECRETARY FOR TRANSPORT AND LOGISTICS (in Cantonese): President, MTRCL conducts drills for major incidents throughout its network and they would pay particular attention to the evacuation of passengers. Generally speaking, passengers should be evacuated from the platform whenever possible. Unless being compelled to do so or in emergency situations, passengers would not be evacuated at the platform. Following the incident on 13 November, we have sent reminders to MTRCL, and MTRCL will conduct refresher training for its train drivers to further remind them of and enhance their knowledge about the evacuation procedures.
